Post PFI Asset Management 

P2P are offering a unique and fresh new approach considering the new Procurement Act 2023, recently introduced by Government, specifically aimed toward SMEs. "Making it easier to bid and work in partnership with the public sector."

P2P see two equally fantastic service streams as a consequence, to work in partnership with the public sector:

  1. Assisting the public entity in the procurement of services.

With our extensive expertise and supply chain relationships, P2P can assist the public sector for the procurement of services for public sector in-house self delivery of asset management post PFI. Whilst engaged in the handback process we will have access to asset data (hard, soft & grounds), including maintenance records, age, condition, lifecycle replacement and obligations in order to build and cost a forecasted maintenance plan. We will look to:

  • Secure existing supply chain partners dependant on previous performance, cost and social/community value
  • Where possible engage with new local supply chain partners 
  • Develop supply chain contingency plans 
  • Develop a maintenance strategy and processes including;
    • Planned preventative maintenance (PPM) schedules
    • Reactive maintenance
    • Asset condition audit schedules
    • Lifecycle forecast/plan and estimated costs 
  • Assist with the procurement of cost effective asset data software
  • Assist with interviewing competent person(s) to manage assets if required
  • Be part of supporting the public sector entity as part of the transition and post transitionand asset handback.

     2 . Fully managed maintenance, lifecycle and projects. 

The benefit of PFI/PPP was that building occupants didn't have to worry about the maintenance of their assets, replacement or the scoping, tendering and delivery of projects. To that end there is now some concern and questions by many Authorities wondering how assets will be maintained and managed once Project Co and FM Co step away. In addition there are the statutory obligations that will continue. Many simply don't have the resource or knowledge anymore.

By engaging with P2P during the handback process, P2P can very early on take your asset data and design a managed maintenance delivery model, managed by P2P, tailored to your individual assets needs. This will also include anticipated asset lifecycle replacement and approximate costs for budgeting based on the asset maintenance history and condition. We will look to:

  • Collaboratively map out the services in scope
  • Review each asset or group of assets for maintenance requirements in line with Industry Standard and/or manufacturer guidance to preserve warranties where they are handed over
  • Build an asset planned preventative maintenance (PPM) plan 
  • Take the PPM plan and tender work packages for regular and periodic maintenance
  • Where possible engage with local suppliers
  • Ensure supply chain procurement vetting meets necessary supplier evaluation criteria, including DBS
  • Develop a contingency plan for each supply chain partner 
  • Maintain asset data within a suitable leading Computer Aided Facilities Management (CAFM) system
  • Deliver a direct telephone and email helpdesk service for two way communication pertaining to planned maintenance and reactive maintenance requests
  • Manage projects, including lifecycle replacement, from idea initiation engagement to sign off, in line with CDM regulations
